Grate carrots and potatoes coarsely.
Toss grated vegetables with onion and flour.
Beat 1 egg and add to vegetables. Season and mix well.
Heat ¼ cup (60ml) oil in a nonstick frying pan over medium heat.
Spoon 2 Tbsp (30ml) potato mixture into the pan and spread out to 1cm thick using a fork. Fry 2 latkes at a time.
Fry for 2 minutes, then reduce heat and cook for 3 minutes a side until evenly browned.
Drain on kitchen towel.
Heat remaining oil in frying pan and fry 4 eggs until cooked as desired. Serve eggs on latkes with rocket.
